Wait till all the mini-judges and Ghis are close together and hit them with a quickening, try to get a 3 chain or higher, it will knock the mini-judges out if the way and hurt Ghis. Good Luck, I had problems with him at first too.
I didn't even have a quickening on any of my characters when I beat him. All I would say is just focus your attacks on the mini Judges, heal whenever need be, and then focus attacking Judge GHIS (not Geis -.-)

hit him with as many L1 quickenings as you can muster, one good inferno can deal 4000+ damage, thus ending the battle. its fairly easy if all characters have at least two levels of quicenings.

It isn't much of a challenge even without quickenings. Just make sure you can buy plenty of items from the Moogle who is in prison.

How can you really struggle with a battle like this?
I just got my characters to attack. Use dark. Heal and that was it really.

Yeah, make sure you use dark on him.
Also, you gotta only go for him. Just make the other party members attack the reserve judges!

If you fail just keep going back and forth between the moogle / Save crystal and the imperial guards till you level up some more and can afford better equipment

if you really hate Ghis that much, just give him a whack of a quickening chain of 10 even though it's all L1 right from the beginning of the battle and end it right then and there....
that's what i did....
wouldn't even last a minute....
if you REALLY cant do it, use Belias, that kills him pretty easy
