I'm not sure. I don't think it was ever explained, but I'm sure Future Esthar can put together a theory about time compression sealing areas with high populations.

Its generations into the future. Square wouldn't make all the changes to the places of the past just for one small part of the game. It would just be easier to block them off.
Technical reasons, it was to stop the player going into the towns so there was more information for the spectacular end FMV. The developers did the same by blocking off some towns in FFIX and removing the information from the disc so there was more room on the disc for the ending. However, the 'blocking off' on the final disc of FFIX was much more cleverly done than the clumsy, unexplained way it was done in FFVIII.

Perhaps, because the Time Compression put everything in every time together at once, there was simply so much crap in the towns that the party cannot physically enter them.
Or, in a manner similier to Phantem Village in FFV, the Time Compression caused the towns to exist so often simultaniously that it becomes extra-spacial. Perhaps, due to the compression, the towns existed somewhere completely different, and it only looked like they were there.

They didn't have time to write in all the new population and dialogue, and it wasn't relevant to the story anyway, so they used the old classic "a mystical force prevents you..." business. It's not really intended to make sense
If it was like FFX onwards, you wouldn't be given the option to fly around in the first place![]()
