It keeps tracks with the number of battles you've fought, how many enemies your GFs have killed, how many times you've been KOd (by character) and much much more!
Headmaster Cid (can) gives the battle meter to Squall after the SeeD inauguration, and it can be obtained up to leaving on the train IIRC. If you can't find it, you may very well not have it at all -- it's missable.
But, yeah, after you get it, there are some methods of adding more functions to it, like the card hustler in D-District Prison.
