Default Why don't abilities show up as learnable when I have Job Points?

Okay, so I just started playing FFT again for the first time in about five years.

My problem is that I've been building up my characters like crazy (well, maybe not like crazy; they're only in the lv. 5-6 range) and I have a Monk, Wizard, Knight, Squire, and Archer who I use a lot but when I try to buy skills for, say, the Wizard, it won't let me. The JP counter, for instance, showed that I had 387 job points, but I couldn't even get Fire as a skill.

What the heck am I doing wrong here?
Xenogears is the tragic story of how your whole life can take a crappy turn, just because you happened to see a lady in a wedding dress before her wedding.

go to formation screen, hit triangle, pick learn ability. you're probably pressin circle instead, and only just looking at the abilities.
