It would seem to be a reasonable explanation, although at the time, it looks like he tries to shoot and simply chokes. Although I would have liked to see a scene where Irvine addresses the assassination attempt in light of later events.

thats right, when you get to the orphanage irvine says he knew everyone from the moment he met them at galbadia. While they talk about the past they mention matron, only then does everyone even irvine realise that edea is matron, so he only didnt shoot at her straight away becuase he was nervous
