You sure that these weapons that Gilgamesh wears aren't the 1st desings of the weapons? These can be the very 1st desings SqEn ppl were making. They wanted to have use for these and created a funny character named Gilgamesh to use them. Then again It could be possible that Gilgamesh has modified the original weps for his personal use?
