40. But level doesn't really matter at this point. Number of those relics that reduce magic cost to 1 (4=UBER) and the magic you have is what really matters.

At around 50-60 it should be a breeze.
40 is good. You could easily do it lower if you have all of the awesome equipment. I was around 45 when I went there and I didn't have a problem. I hated using 3 parties because I only had my main 4 characters as super strong. My other parties were in the 30s, had meh equipment, and they still beat the bosses.
30 sounds about right. Make it a challenge.

Don't know why people worry about what level they should be at to take on anything. Just give it a shot. If you're getting beat up too bad, teleport out of there. You get familiar with the enemies, nab some treasure, and gain a few levels in the process. Maybe you'll even kill off a boss or two. Just keep trying like that until you push through.
If you are truly worried, make a weak party with whoever you want but it must have Mog
Give Mog a spear, the Paladin Shield and the snow scarf...
Give him his charm until you run into a dragon, then switch to the Dragon Horn+Boots
If your Mog is even a decent lvl, he can solo every Dragon alone this way, for all physical attacks do 1 and he absorbs/blocks every spell except flare

I was around level 70 (REALY over lvled I know). Dont bother training other partys, just split up your strongest people into three groups. I suggest around lvl 40-50.
I've always hit the tower with all my characters around 60-70. I think it's a little high lvl when you feel like you breezed through the tower without really worrying about anything hurting you to badly.
