Roy was only included in Melee to promote Fire Emblem: The Sword of Seals, and since that game has now come and gone, he's irrelevant. So, I'd only expect to see him return if they're intent on bringing back every character from the previous game.

Marth is a different case: As the original Fire Emblem protagonist, so it would be strange for him not to be in this game.
