Smashing Pumpkins is great for this kind of thing, I think. Perfect always gets me so, so depressed. I don't know what it is about that song. Maybe cause I find it so bittersweet, and I hate bittersweet!
Good song though. :D
Whenever I hear someone ask this question I always recommend the opening chorus to J.S. Bachs Saint John Passion. I have yet to hear any music despair like this music does.
You're also in luck, because I have it handy.
Putfile - St John Passion
Edit: For those of you who choose to click on this link and decide you don't like it, I beg of you this: Please listen for at least three minutes. The choir doesn't enter until about a minute and a half in and you don't get a good impression of the music without hearing the chorus.

Joy Division, Nine Inch Nails, and The Cure should do the trick, if you're in the mood for depressed bands and all.
If you want to feel better, Prozzak lives up to their name. xP
