(SPOILER)Seifer is a boss, and Odin appears in that battle...
(SPOILER)Yeah, that's for storyline purposes, in that Odin gets owned by Seifer, so in turn Seifer gets 0wned by Gilgamesh when he picks up Zantetsuken.
Anyway, Propagators aren't considered bosses, which is why Odin will sometimes appear if you have him

On my 3rd play through of the game I had Odin at this point & he killed all but two of the Propagators it was sweet.
what reaaally sucked was that Adel owned Odin AND Gilgamesh

It'd be interesting to play through the game without picking up Odin just to see what happens in the fight against Seifer.
Can you go back and get Odin on Disc 4?
If you didn't have him before the end of Disc 3 I think it's possible.

I don't remember any of those portals leading you anywhere near Odin's place.

Chocobo Forests are accessible, which you can use to get the Ragnarok. So I believe it's possible to go back.
one of the first three portals does lead to Odin's place, i think its the middle one

Final Fantasy's completed: I, VI, VII, VIII, IX, X
Take the portal that goes to Esthar and weave your way through the forest until you find the Chocobo Holy Ground, where you can ride a chocobo to Cetra and access the Ragnarok.
(I'm sure you knew, but if you didn't, they can cross very shallow waters).
