Umm the fight against the BGsomethingorother in Fisherman's Horizon?
Here's my maybe flawed reasoning
No food court, plenty to eat. --> plenty of fish
Not from here, but out there. --> fisherman's horizon is kinda outta the way
Four to four, minus one, --> I dunno either 3 vs 3 or 3 vs 4 (counting the machine as an 'extra')
easy even for the worst. --> pretty straightforward fight especially without the timer

I have a feeling that 'four to four, minus one' relates to 4 enemies and 3 party members, could be off though.
