this is probably going to sound foolish, but here goes... It's Selphie.

I start with a wave a flash and a bang
(When Selphie catches up to you in Dollet, she waves, flashes a smile, and busts her rump, which results in a really funny fall)
and finnish with a fall which is rather cool

Keep me well and I will tell
(Keep her nicely leveled, she can be one of the strongest characters)
keep me bad and I'll become another fad.
(Don't level her, she's a waste of space...except for The End, which, let's face it, you see it once, and then you're like meh...especially when it takes so long to come up!)

Once it starts it gets all wavy and flashy and bangy, then they start falling, which looks kinda cool....

keep it well (like keep it together with love and friendship and all that crap) they'll live thru it...

keep it bad (if they fail) they will cease to exist, like a fad blinks out into oblivion (think Milli Vanilli)...

(SPOILER)I can tell you the very first line refers to an event, so think of events with a wave a flash and a bang lol.

Okay then, I think the first line refers to the game's opening sequence when Seifer waves his sword, hits Squall with a flash of fire, and the gunblade bangs. I can't remember if there was a fall at the end of the game, but I think that the riddle as a whole refers to the game itself. I think the last two lines could refer to how some people like us really love the game, but other people didn't seem to recognize its amazingness and it became just another fad to them... So my answer if FFVIII.

The first line is a wave (the wave itself the very first thing you see) the flash of Squalls blade as it falls from the sky and the bang of Seifers fire attack.

Second line exactly as Comet says.
