    Wait, you can get the Rosetta Stone in Esthar by repeatingly going into the shop, so thats another guess

    Playing the organ in Ultimecia's castle. If you press the L- and R-buttons and the shape buttons all at the same time (an All button would speed things up), you'll get access to a Rosetta Stone. (To warm Ptolemy's heart)

    If this is correct (I'm fully clueless to be honest but it sounds plausible) then what is the first line alluding to?

    Yes, it's the organ. All refers to Tutti, which is a button on organ consoles that allows you to play all the notes at once. The Cephalopod refers to having to push all the buttons would be easy for an octopus.
