I'm thinking the first 2 lines refer to the bosses X-ATM092 and BGH251F2. They both have a 'ray' attack if I remember correctly, and they both attack you while youre trying to escape different places (Dolet or the prison). They also both know the spell PROTECT, which is my guess.

Shinwa Tsuki has it, actually, though I'm discovering again that I messed up - this time because of a factual error on DrSlice.com saying 1 Cactuar Thorn could be refined into 40 Meltdowns. If I had thought about this for a moment I would have remembered that it was wrong, but alas. This would have justified the reasoning...
Suspended ray - This isn't an attack, but Gaylas have the form of rays (the underwater kind), but unlike them, they are suspended in mid-air.
Escapee - This refers to Cactuar.
Using those two cards, you can refine items (Mystery Fluids and Cactuar Thorns, respectively) that can (according to my misinformation while writing the riddle...) be further refined into Meltdown. The refining in both cases would involve two steps, hence the third line of the riddle.
At least Shinwa was able to get it anyway, thankfully. Let's forget about this failure and move on
