Pretty sure you can raise specific stats of your characters on Ragnarok Online like this, but I can't remember if you get a general stat raise or not because it's been a couple of years since I played.

Yes, that is how it works. However, each job level gains a set amount of stat points in areas depending on job class. (For example, Mage classes usually get higher stats in INT and... DEX (is that right?) and a thief class would get higher stats in AGI and DEX.)
