What exactly does it do?

I have one within my Infernal Armour (Which Is going to be promiscuously thrown around my army of Demon Horde) Finally after bothering to farm one >__>.

How many should be in my weapon?

Armsmasters increase your rate of weapon mastery. A character equipped with an item containing an Armsmaster will gain SP faster than normal, meaning you don't have to spend so much time levelling your characters to the point where they can use Winged Slayer and other awesome, awesome skills. By combining Armsmasters in the item world, you can increase the potency of the effect, too. So the higher level your Armsmaster, the greater the SP bonus.

Something ridiculous like 1800. I guess that's not so high for an NIS game, though.

EDIT: A quick glance at Gamefaqs tells me it's actually 1900.
