I'll go with Wakka. The rest suck IMO
Setzer's the best here and one of the few that can actually be considered a gambler.

Wakka doesn't even gamble. How is he a gambler? Setzer is by far the best choice.
Selphie's the best character on that list (IMO) but she uses a different type of "Slots" than the others, so I chose Setzer. The true Gambler.
