The staff here tend to be pretty swift in stopping dramaz from breaking out in threads on the rare occassion it happens, but if I certain person was deliberately being provocative in a thread and getting in the way of healthy discussion, then I'd definately find use for blocking them from my threads.
I've seen such a feature being used on some sites, and it tends to work quite well as long as people don't end up abusing.

On topic? no I wouldn't ban people everyone has a freedom of speech to reply to a topic it's up to a moderator or admin to decide if that post is creating problems and if it is, then the admin/mod should react with total impunity!
So my poll option is "Why would I do that?"
I will tell you: To piss people off and create tension between myself and select members. Since these would eventually lead to a good deal of bitterness and unpleasantness, I wouldn't do it, unless one particular member decided s/he liked flaming me, but if that never ever got them banned I'd probably leave anyway.
Ignore lists work anyway, but I only use those in IRC.
