For me it has to me Vegeta. He's badass, unforgiving, and always fights, even when outclassed.

Intelligent, witty, and absolutely ruthless. There's never been a more smurfed up act of villainy I've seen that rivals making a guy eat a part of his own brain (and enjoy it too).

Responsible for twenty-seven assassination attempts on a single person's life. Death Rays. Interrupted the president when he was watching a football game. If he doesn't get credit for effort, then you all just simply fail.

Dr. Wily, he had crazy eyebrows. He created Zero and therefore is sorta responsable for the events in X.

Closely followed by Mumm-Ra the Everliving. Not that he was ever much of a threat, but I had a friend who looked like him. Kind of.
