Think of it this way:
For how a 400 dollar desktop PC might perform, you'll need to spend around 750 to 1000 dollars to buy a laptop that is on par with the 400 dollar PC's speed and other specs.

I was able to save almost 500 dollars with the desktop I bought 4 or so years ago with a mail-in rebate from this site. It is updated quite frequently as well, so there is likely to be a rather large rebate for a laptop within the month or so.
This is, of course, if you are willing to use a mail-in rebate.

yeah you could get a pos laptop at walmart for 800 US and you got somewhere around 3 grand US but if your really desperate you could send me a total of three hundred dollars and i could get you a dell laptop and a dell pc

Under no circumstances should you get a Dell.
But yeah, for a custom built laptop, about $US800 should get you something pretty decent; $US500 should get you something adequate for say, university or something.
Sager is a top quality notebook reseller that you should look into. I think they use Asus barebones and build them up. Or something like that.
Either way, anyone who I talk to that has a Sager is completely pleased with it. I even convinced Lionx to get one after his HP kept on screwing up, and he is very happy with it.

If Dell is out of the question, I can't really help you with a 'new' pc that is cheap. You will have to go with old.
I paid 500$ for an IBM X31...probably got ripped off some people would say.
