I just started a new game on this, and I was actually wondering the exact same myself. I've always used "BAA-lum" for whatever reason, but now I think "ba-LAMB" makes more sense.
Lum, lam, not a big difference. There is a FF history film out there released by Square and I believe the announcer says "This game follows the story of Squall in Balamb Garden...etc"

I pronounce it BAL-um, like Balham* in London.
*Note: not bal-HAM; in England most places ending in -ham (Birmingham or Buckingham, for example) are pronounced '-um' at the end, not '-ham'
