(SPOILER)He's not an enemy but he is in the game through random encounters...so I'm gonna go with False

(SPOILER)The Ragtimer appears in random battles, but he's not really an enemy...you can attack him and whatnot though.

The answer I was looking for was the fact that there is no monster named Ragtimer only a monster named Ragtime mouse but you all had acceptable answers... except abrojtm, I can't tell whether his answer was saying true or false.
