    You'll most likely end up with two Sages later on, meaning that you'll be able to replace all your Black Magic with Summon Magic, and thus arm them to the teeth with White Magic. Give both of them Haste, have them cast it on both your (most likely) Ninjas... you get the idea. That just about approximates Hastega.

    Of course if you're playing the DS version, Haste might not do what I think it does (increase the number of hits). If that's the case then I don't know if that helps you or not.

    Haste has the same effect as the original.

    I think there's a Summon support spell that castes Haste on the entire team, although I don't remember which one.

    Oh, that's right! The powered-down version of Bahamut when he's summoned by the watered-down Summoner.
