I think I saw something that created Flash animations for free, it was web based and extremely limited. I don't know if you'll find anything decent.

This project is an attempt to make a free Flash authoring environment:

However, it's very early in its design phase and I can't comment on how stable it might be. There is a Windows version, though, so feel free to try it.
