(SPOILER)Rufus, or whatever his name is, the guy in the wheelchair, is the leader of WRO, he says something like "We need to give back what we took from the planet", something like that, I haven't seen the movie in about 6 months.
Hmm, i never noticed that. and god knows how many times I've watched it. I'll go take a look now! An adventure!

This movie has so many refrences and easter eggs etc that you have to watch it on super slow mo several times. Pause randomly and youll find something.
I thought Reeve was in charge of it... and I figured Rufus was just saying that to use cloud to rebuild Shinra

Reeve (Cait Sith) is the WRO head, but dialogue in Dirge of Cerberus suggests Rufus might be providing funding.
That warning sign on the highway was quite apt, I thought - after all, it's an unfinished highway that ends in a sheer drop, so it's good that they've closed it off. Also, it heads back toward Midgar - and in DoC we're told that the leaking Mako energy from the damaged reactors have made the city unfit for re-colonisation. [q=Seal Evil]Dare I ask...
