I wouldn't say it's based off of an anime. The series is multi-media. The anime just happened to come/occur before the game.
Plus, you don't actually FIGHT him or anything until the game. So uh, his powers? Only revealed IN THE GAME. In the anime, he spends most of his time being enigmatic, manipulative, or trapped in some place getting his character tinkered with/examined.

And besides, Ovan can't be -that- overpowered. He's quite easy to beat if you're the right level on the game (Though he's a real ******** if you're lower). All it takes is the strength of a main character (or three) and down he goes.

Two figures faced off inside an opulent palace with cushioned divans and marble pillars lining the area.
One figure was a tall man with six massively muscular arms. He wore a red tunic and gray pants with red gems adorning it, as well as a gray undershirt and six red gloves, one on each hand. In his hands he held six swords of varying shape and design. One sword appeared to be a blade combined with a flintlock, another, a thick blue crystal blade. From one of the swords emerged a skull on the base of the blade, and another sword was a huge flat piece of metal with the kanji for nise (fake) inscribed on it in black. Another was the shape of a large katana and yet another was a golden sword with an elaborate guard. At his heels was a savage-looking green and white wolf, whose fangs were barred menacingly.
The other was a calm-looking man with circular red glasses and a white trenchcoat with blue lining. He wore a long blue scarf and a blue shirt, as well as white pants. He bore no weapon, but his left arm was encased in a huge white steel barrel, almost as tall as he was. The barrel had a large padlock on it. He held no other apparent weapon.
"The next fight is between Gilgamesh and Ovan," Light said as he laid on a divan on an elevated, throne-like platform. An energetic blonde girl dressed in a rather slinky toga was behind him eagerly feeding him grapes.
"Begin."
"Go, Enkidu!" Gilgamesh shouted in an overwhelmingly powerful and arrogant voice.
Enkidu burst forward, charging at Ovan as fast as he could.
Calmly, Ovan reached behind his back and clutched what appeared to be open air. A flash of light appeared around his hand as he pulled his hand forward, and a long gun with a huge green blade running along the barrel emerged from the light.
Bringing it forward, Ovan loosed a shot, which Enkidu adeptly dodged, skidding across the ground before bolting forward again.
Ovan seemed to smirk, before raising his gun and driving it into Enkidu's flank, scooping the surprised dog into the air. Enkidu's yelp of pain grew even louder as Ovan fired, launching the wolf off the the bayonet. It landed in a corner, bleeding from its side and unable to stand.
"ENKIDU!" Gilgamesh shouted as he extended his arms, bringing his swords to bear. With a ferocious howl of rage, he charged forward, straight at Ovan.
Ovan's expression changed slightly as he blocked the first sword swipe with his bayonet, before bringing his arm forward to block several more strokes.
Gilgamesh kept pounding on Ovan's arm with his blades, and cracks started running across the metal. His face now deadly serious, Ovan fired his gun once at Gilgamesh before jumping back. Gilgamesh took the shot and staggered slightly, giving Ovan a chance to regain his footing.
His arm was heavily cracked, and a black, fluid-like substance was slowly seeping out of the cracks. Looking at it, Ovan sighed.
At that moment, Gilgamesh recovered his balance and began his charge again, all swords held ready to slice into Ovan.
Ovan fired several more shots at Gilgamesh, halting him. Reaching behind his back, light enveloped his gun and it vanished.
The black liquid began to spread from Ovan's arm and began enveloping Ovan's body.
"What the hell are you?" Gilgamesh growled.
However, Ovan didn't reply. His eyes widened and grew more feral as the black liquid encompassed him completely. Just before he disappeared entirely from view, he exhaled, a sharp, hissing sound that curdled the blood.
His body began to reshape itself, growing smaller as it hung suspended in the air. Gilgamesh drew back as the black liquid receded, revealing a much different figure than he had been fighting just before.
The figure was much shorter, and dressed in a dull orange cap, tunic, and trousers, the latter two of which appeared heavily stitched together. He wore large brown gloves, which also appeared stitched together, and his face was a pale blue. Triangular orange markings appeared on his face, and his eyes glowed a malicious red.
Hissing, the figure reached behind it and drew forth two black daggers. The daggers seemed to expand as they turned into a three-point blade.
Gilgamesh frowned sternly, now quite serious. Bringing his blades to bear, he charged at the figure once again.
Ovan, now the entity known as "Tri-Edge" parried with his blades, his movements swift. Gilgamesh attacked with a flurry of blows, each of his six swords working in tandem.
Tri-Edge brought his left blade up, making quick adjustments with his arms to deflect the flurry of steel. Drawing back his right arm, he brought it forward just as Gilgamesh slashed. The blades impacted, and Gilgamesh was sent flying.
Gilgamesh quickly recovered, sliding across the floor on one knee. Tri-Edge began to walk calmly forward as Gilgamesh sprang forward once more, his swords raised.
Tri-Edge flipped his own blades around, striking at the same moment as Gilgamesh. The strike knocked Gilgamesh flat on his back, causing two of his swords to go flying out of his hands. The blades landed several yards away, sliding across the floor.
Gilgamesh slowly got to his feet, his head spinning.
"Very well!" he shouted. "Face my ultimate weapon! EXCALIPOOR!"
Sheathing his swords, he drew forth an ornate blue greatsword. Grasping it in all six of his hands, he charged forward.
Tri-Edge watched calmly, sheathing his blades. As Gilgamesh raised the blade to strike, Tri-Edge extended his hand. The blade was wrested from Gilgamesh's grip as Tri-Edge raised his arm, elevating the blade above their heads. Gilgamesh gasped in anguish as the blade shattered, dissolving into green light.
Before he could react further, Tri-Edge brought his hand to Gilgamesh's face, pushing him backwards and sending him sliding across the floor.
Calmly, Tri-Edge extended his arm. A glowing band of red energy encircled his arm as Gilgamesh watched, transfixed. Energy began gathering in the center, before it was released in a lance of light that pierced Gilgamesh. Gilgamesh screamed in pain as his body was suspended, impaled upon the beam of light. Then, just as suddenly as it had come, the beam vanished, and Gilgamesh fell to the ground, his body beginning to break up into flecks of green light.
"Ovan is the winner," Light said after a short pause, swallowing a grape.
