Fire, Ice and Lightning Black Magic spells are usually divided over the various spell levels, with the exception of the 'ara level spells which are all on level 3... does this mean that, despite technically being the same rank of spell, being a level 6 spell makes one stronger than its level 5 counterpart just like in FF1?

(In other words, Fire and Ice are level 1 spells, but Bolt is a level 2 spell, so is Bolt stronger, and so on?)
