I mean yeah, the people can rebuild their towns but geologically speaking, earthquakes are going to sprout, volcanoes, all that fun stuff. But then again FFVI was based off tragedy so I'm sure they didn't want to point that out at the end seeing as the entire game you gotta deal with people emo'd out from dying.
