I don't know about a romantic link between Zargabaath and Drace, they just don't seem suited. Whilst Drace openly speaks against Vayne and makes it no secret that she thinks him an unwise choice of leader, Zargabaath is very differant. He may not support Vayne, but he certainly dosn't voice his concerns, and follows his orders without question.
I doubt that Drace would have the tolerance for such a man. She likey sees him as a sniveling lap-dog, and he sees her as unwise for protesting as she does.
However, the do share ideals, and morally are on the same 'side', so they are sort of allies.
I've watched the scene several times, when Gabranth said "Judge Zecht!" it definately sounded like resent, mostly because he was in his way. But Zecht's "It's been too long, Gabranth..." sounded more like a hint of friendship.

Also, I think Drace and Zargabaath were alot a like. The only difference is that Drace couldn't hold her toungue and openly went against Vayne in a moment of outrage.

I don't think Zargabaath didn't rebel not because he's a lap dog, or simply afraid, I believe he did his duties because he took an oath. "A Judge's duty is to the law" as Ghis said. His duty to protect Arcadia seemed to supercede his disgruntlement. You can hear his remorse such as the line when leaving Bur-Omisace in the Alexander "The Empire's debts grow legion."

The reason why I think they had a romantic link was because of Zargabaath's outburst asking Vayne to reconsider, it seemed very out of character for him and I think his emotions caused him to do that.

That being said I think all of the judges would have potentially good backstories to elaborate on. For such a well-crafted character Drace had relatively little time on screen, i'd like to see more of her story.
