RE4 at it's best is still worse than MGS3 at it's worst. MGS3 had actual depth and variety to it's gameplay on a level that RE4 couldn't hope to match. It was an actual evolution of it's series and managed to amaze me every bit as much as I was blown away by earlier MGS games. RE4 gave us the same tank controls from a better camera angle, the exact same enemies over and over again, and an aiming system that was a pain in the butt (I wouldn't have minded the aiming except that the laser sight only shows up on things you can shoot, meaning that figuring out where it is at a distance is almost impossible). Add to that, the worst story in the series history, the worst voice acting since the first game, and a lame attempt to make Leon the Japanese take on the stereotypical American badass and suffice it to say, I got sick of the game about five hours in.
