It'll either be really cool or really bad. There's no in-between with movies like this. The stunt team that worked on The Matrix and 300 are also involved in this movie, so I guess that at least the action sequences will be cool.
Also, I was kinda surprised to see some of the people involved, like e.g. Emmy Rossum and James Marsters.
I'll use the "Wait-and-see" strategy. If it stinks... Well, put it this way, I'll be at my friend's house watching something else or playing games like Halo. (I may also considering reading a novel, be it written or graphic.)

Sweet Jesus, how are they gonna do the King Piccalo thing? It's good that their won't be any super saian transformations either. Well maybe.
Well if memory serves there's not a whole lot in DB after King Piccolo. Though I never saw much past then. But if this movie does moderately well then we'll get more, possibly prequels, and most likely sequels.
