I'm listening at "Mining Town" from FFVII ost right now,and i think it has a very sad tune...I think that the whole FFVII ost has mostly a sad mood.

The Awakening version of Terra's deal also gets me a little drippy around ye ol' eyes.
The piano version of Fisherman's Horizon.

I guess I'll keep the whole FF thing going and say
Sorrow - FFXI, It's by Nobuo :3... And It definetly backs-up it's name.
Aeris' theme, Seto's theme (FFVII), To Zanarkand, and... that theme in FFXI...I want to say its caled memora de la stona...or something along those lines

I've always found Anxious Heart to be a very depressing piece of music that I've always loved for some reason.
As for the more poignant pieces Forever Rachel and Nostalgia, I do like them and find them to be terribly sad but they don't compete with Leaving the Body from Chrono Cross (despite not being an FF piece).

The ending theme from FFX....that piano piece after the hymn of the fayth part brings tears to my eyes every time it is so achingly beautiful...combined with the ending it is a guarenteed waterworker.
After that I just love the version of Shadow's theme in the ending of FFVI. I just wish the tune had more to it, so you could make a song out of it or something...
