Id perfer 2 be abowt lv 40 cus taht iz a gud lv otherwise u might b overlvled.

I don't think level 60 is over-levelled.I think I was around 67, the first time I completed the game. I dunno... is that over-levelled? I just got on with the game & played it; no running around getting into random battles to level up more. I think 40 is quite low.
If you're a higher level, your stats are better. But there are videos all over YouTube of people beating Sephiroth with insanely low levels. I think you can beat the game at any level, you just need to be strategic.
60 and 70 fin fer 1 tim tho

Worst case scenario you can just use the W-Item glitch and make yourself 99 mega-elixers. It's more overpowered than Captain Planet!

In almost every FF, as a rule of thumb, Level 40 is a good place to be at for the Final Boss, level 50 is a safebet, and 60 is usually a guarantee.
I personally like to have all my characters at level 99 and use KotR on Jenova just before seffy, that way I get to fight him in his strongest form =)

Double Cut materia is found in the sunken Gelinka. I went straight through the game and I can't even get down to Sephiroth.Level 45ish?

But, if you mean the Slash-All, you can find that in the Ancient Forest, near Cosmo Canyon. You can get there on disc 3 after you defeat Ultimate Weapon, or use a green chocobo if you wanna get there on disc 2.
He can easily beat you if your level 60+ without good materia or equipment. If you didnt have the final limit breaks, 4x cut, slash-all or ribbons you would have a hard time doing enough damage on the first boss to bring him down (but would eventually do it), and without the ribbon, supernova would be a lot more damaging, and he does it often.
I'm a big fan of the Mars Bar Diet; You don't eat the Mars bar, you stick it up your arse and let a rottweiler chase you home.
And 99 Megalixirs wouldn't even be affected by the massive radiation of nuking the sun.
