In almost every FF, as a rule of thumb, Level 40 is a good place to be at for the Final Boss, level 50 is a safebet, and 60 is usually a guarantee.

More like this:

Level 40 - Underleveled, a small possibility of winning.
Level 50 - Decent, medium success rate of winning.
Level 60 - Good, you're more likely to be winning.
Level 70 - The battle shouldn't last long, and you definitely should come out winning.

I personally like to be between 60-70, but it's possible to do it at 50-60 as well.
