The move is called 4 x Cut but that's only after the 2 x Cut has levelled up. But yeah, you can find it where oddler said.

But, if you mean the Slash-All, you can find that in the Ancient Forest, near Cosmo Canyon. You can get there on disc 3 after you defeat Ultimate Weapon, or use a green chocobo if you wanna get there on disc 2.
