There are a few programs that can rip sounds off PlayStation discs. I don't remember what they are as it's been a while since I had one.

But don't think you can rip the music. You'll be able to rip one note at at time. Each instrument is on there as one note. The program changes the pitch and puts them together to make the music you hear. I found this out many years ago when I wanted to rip the music off my PlayStation discs. Apparently they thought of that. This is why I got the program to begin with. Now, I just own the soundtracks. They're much easier to rip. I'm pretty sure you can rip sound effects in that manner, though. Good luck.
