Somebody on Youtube said that The Batman is based on Batman Begins because in the cartoon Gotham City looks like modern day Chicago.

Hrrm. If I watched the show, I would probably conjecture that a lot of cartoon cities look the same, but maybe it doesn't. Also, wasn't the cartoon on TV before that film (yes, I know the difference between The Batman and Batman: TAS)

Since 'Batman' is actually aka 'The Batman' you have to be waaaay more specific.

There's a running cartoon called 'Teh Batmansz' (The Batman (TV series) - Wikipedia, the free encyclopedia) that existed before the Chris Nolan Batman Begins movie. If that's what you're referring to, I suppose the answer is 'no'.
