I felt bad for Quistis because she had a crush on Squall and he straight out dissed her. So I can't hate her. Rinoa on the other hand, is the cliche paradigm of the damsel in distress. Pretty boring.

Quistis is alright, but a bit pathetic. A common theme of FFVIII characters.

I thought Rinoa was useless. Quistis at least had that Degenerator limit break, so you could reach level 100 in a few hours on the Island Closest to Hell.
If hating the whole game counts as hating Rinoa and Quistis, then, no, you aren't the only one.
That's the same for me.
Rinoa saved my arse a bunch of times with that invincible trick. Was actually how I managed to beat Ultimacia the first time.

I liked Quistis. Wish she'd gotten more development through the game, but she was still a decent enough character and one that contributed to the plot significantly. As for Rinoa, I don't like her as much but I don't really have a big problem with her.
