A two fifths of the world's population in FFVI are mad, Unfortunately the few scientists in the game dont fall in this category, so I'd have to go with Odine on this one.

Rather liked Cid from FFXII to be honest. He had the same melodramatic soul as Dr. Odine but didn't have such outrageous dress sense. Cid, however, compensated for it with his choice of weaponry.
Dr. Lugae is an honourable mention, of course.

Hojo is a great mad scientist for his sheer transparent lunacy, up to and including willingness to inject himself with crazy alien monster genes in order to fight the heroes.
But I've ultimately got to go with Cidolfus Demen Bunansa, who is pretty wacky in his own right and has the incredible advantage of being voiced by Trevor freakin' Goodchild.

But yeah I liked Odine and Hojo, Hojo especially. "My precious specimen"

But Odine's accent was classic, and the way he fussed over everything. The Victorian neckpiece finishes it all off :-p

Dr Cid is cool too but i was glad when he died, but then a bit sad
