Default Does this count as an NTSC-compatible television?

Would you say that a television that doesn't say "NTSC" on the back is compatible with that system if it can play NTSC games used on a chipped console?
Or does this merely mean that the console makes playing NTSC games possible, while the television is still incompatible?

The PS2 actually converts the video output to the PAL colour format when it's modded, but runs it at a refresh rate of 60hz instead of 50hz. If you have PAL games that have an 60hz option and these work on your TV, imported games run on a modded console will also work.
