After watching this video, I think it's Cid too, actually:

It's in the 25th minute.Put it in fullscreen mode and you'll see it looks a lot like the same sprite. Pretty crappy sprite seeing as it looks nothing like Cid, though. and yeah, I got a bit obsessive about figuring out who this person was.
edit: Yeah, it's definitely Cid. In the Retrospective link thingie his head is blending in with the background so it looks like his body is his head. So it looks like there's some weird person with a blue hat. That blue hat is just his shoulder or something.
Mystery solved!
The blue is his shirt. His hair is the same color as the ancient city, but if you notice most of it is actually over the lake, not the walkway. Also, his arms are clearly visible on either side of his shirt, so I'm a little confused how you guys thought that was his head...
