It depends on how far you progress through the story, I think you can get it in Dalmasca after a certain event - maybe when you reach Archades.
EOFF needs a resurgence to it's former glory.
Dalmasca Westersand, find the merchant Lohen. It's 30,600 gil.

You get it after the pharos, after the pharos is completed a event triggers thus allowing you to purchase renew actually after the pharos you can do everything besides the July and Small package sidequest which must be done before nalbina
