Regarding the water, everyone is assumed to be in control of the water surrounding their kingdom. Although if you're running into each other's navies you may just have to sink a few ships to make sure everyone knows it's yours.

I assume each country gets a limited amount of resources and stuff like that at the start of the game. Right?
