Socially, culturally, it does exist. Humans created it, laws were created around it, people live with the existence of race everyday.
Biologically is all that matters.
That makes no sense. All of American history has been touched and shaped by the social construction of race. There is no biological evidence for race, and yet this social construct has still been powerful enough to shape our histories and our lives. So socially, of course it matters. It obviously matters more than biologically because if biology was all that mattered, we wouldn't have had slavery, or internment, or the dozens and dozens of discriminatory laws and practices over the past few centuries.
