rubah did me the good favor of giving me a ftp to use... but, the download program I was going to use. Is saying it doesn't know what program to use to open it.
I'm guessing its because of Vista.

FireFTP is an FTP client for Mozilla Firefox. Clicking the download link from IE will likely not do anything. Firefox should tell you that it blocked some software at the top of the page, and you can click the notification and allow the download.
