Yeah. In the GBA Version he actually starts with it (and Meteor)when you get him back. In all of the other versions levelling him up enough can get him all Black Magic spells.

Yes. In the Super Nintendo and Gameboy Advance versions of the game, Palom learns the following spells at the following levels:

Blizzaga, or Ice 3, is learned at Level 32.
Firaga, or Fire 3, is learned at Level 33.
Thundaga, or Lit 3, is learned at Level 34.
