The best armor you can buy are the Gold Bracelet/Ruby Armlet sold in Gaia.

    what about weapons and others

    right now I have for
White: Mythril Hammer, ribbon, ruby armlet, and a protect ring
Black: Cat claws, leather cap, ruby armlet, and a protect ring

Is those the best I can buy?

Also one quick question do I go all the way down or up first at the sunken shrine?

Those are the best pieces of equipment that you can buy for your White and Black Wizard (minus the ribbon).

In the sunken shrine, you need to go up first. At the top you should look for a quest item.

For the sake of style, I prefer to equip them with black and white shirts.

It must be said, however, that my gaming has often - no - QUITE OFTEN suffered because I deem some ineffective methods of play "stylish"

Actually the Diamond Armlet is the best armour for them, though I believe there's only one; the one in the top floor of the Sunken Shrine where all the mermaids live.
