Only while they're misbehaving. They're pretty nice otherwise (tired or asleep).

My nephews are wonderful when they are well behaved, but otherwise they are a headache.

I love seeing little kids that are sweet and well behaved in public. I give them sweet creepy-stranger smiles and pray their parents don't see and come after me with a pitch fork or hand bag ^_^
