From what I understand an outgoing IP Address is very hard to change. Now I'm not a Computer Wiz, so I'm sure someone here will come and tell me I'm wrong and provide a way.
To be honest, I think the two years are a test. If you can quiet down, calm down, not annoy the staff with second accounts, and request an appeal two years later, then I think the staff will see you are sincere on your desire to return.
The IP address could give you away if you have a static IP address. However, you could be legitimately sharing an IP with another person, like if you post from the same school or something like that.
Depending on your ISP, you could be having a dynamic IP, which means you get a randomly assigned IP address each time you connect to the internet. It's common for dial up connections, but it can be done for DSL or cable connections too.

It depends on how much of a jerk you were and how much of your jerkiness could be attributed to age or situation. If a 14 year old busts up in here with bullcrap and gets banned but shows back up as an awesome, thoughtful, rule-abiding 16 year old we're more likely to let them back.

I really hope that staff members don't ban members like that thinking they're second accounts. It'd really suck and be unfair to those members (especially for siblings and couples).
I think if there was a difference in our IP it'd be due to the fact I'm on a wireless laptop and he's on a desktop, but in cases like Mirage says with school wide things, I'm not sure. I'm pretty sure that wireless assigns another IP, so the only time it'd be the same is if I plugged my computer in with an ethernet cord through the router and made them BOTH lan connected.

Internally in your house's network, you'll all have a different IP, but this is an internal IP, just for the computers in your house to be able to communicate. Your entire home network is identified on the internet with a single IP address, that will be the same for every user on the home network.
