I found the meanings of the pictures at Ulti´s Castle

[Future Esthar]

On the art gallery of Ulti´s castle one sees a clock on the floor.
The center of this clock represents FH and the numbers represent differet locations on the world which surrounds FH.
The picture "Xystus=Tree-lined road" represents Timber since it was a forest town and the railroad bridge start there.
Xystus is X on the clock.
We would expect to find at the opposite side of the clock the GSL
This is the number IIII(Intervigilium-Sleep)
In this picture we actually see a giant monster sleeping in one of the edges of GSL.This giant monster represent great Esthar which is said to be a silent country.
We should use the line between these two points as a reference mark to help us find the meaning of the pictures.This line represents the horizon bridge.

I-Ignus(fire)
It is located north of the horizon bridge according to the clock.
It points to the fire cavern.
II-Inandantia(flood)
The picture shows an icy land where the ice liquifies generating a flood.
Refers to Trabia which is east of the fire cavern (as in a clock).
III-Iudicium
The picture shows some monster generating an earthquake which opens a big crater.Refers to the Trabia Crater which is at the southeast edge of Trabia (same on the clock).
V-Venus(love)
Refers to the Lunar cry at Tears Point south of GSL
VI-Viator(messenger)
Refers to Edea´s house were Edea tells us about Ulti´s plans.
We can even see a coastal place on the picture.
It´s located southwest of the bridge like on the clock.
VII-Vigil(watchman)
Represents Laguna and friends patrolling the CP site which is near Edea´s house
VIII-Vividarum(garden)
Represents Winhill,north of Edea´s house
IX-Inaudax(Cowardy)
Located at the west side of the clock it represents Deling´s cowardy at some parts(like sending a double of himself and hiding behind the sorceress.
XI-Xerampelinae(red clothes)
Refers to Julia Heartily on Deling City which is located precisely where we should expect it on the clock(angular coordinates only).
XII-Xiphias(Sword fish)
Refers to the Balamb fish and to the event where Seifer fishes here
Balamb is located west of the Fire Cavern which also happens on the clock.

The simplest explanation is the game makers needed Latin words with the right number of I, V and X. The words are in of themselves aribitrary. They then made pictures to match the images.

I did wonder if Viator is refering to Diablos, since his attack is Dark Messenger and he could said to be sleeping in (Balamb) garden. But it's all idle speculation anyway.
